“The spring and winter annuals are of an exceptional quality and it shows through-out the Memorial Grounds. [Westerly Enterprises] continues to do a very good job in the scheduling of all the PWS Tasks, while being mindful of all services, and dignitary visits. They understand the need to plan ahead to successfully carry out each PWS Task. They have never faltered in delivering annuals and planting them in the spring prior to Memorial Day. The same is true for the winter annuals leading up to Veterans Day. Management, along with Scheduling are the two biggest components to successfully carrying out this contract.
